Getting fibreoptic connection in new-build house

We have recently moved into a new-build house with Virgin branded fibre covers on the outside of the house and fibre within tunnels beneath the pavement. 

Only issue is that I have telephoned Virgin customer service (sales, option 1, option 1) and the address is not recognised by their sales computer system.

Since it does not appear on their sales system I have been advised that no engineer survey can be carried out...

Can anyone recommend how to get out of this catch-22 situation.
