Please see the other posts on the Nokia Belle update. As to the s/w updates, as the carrier we do not need to make sure it works with the network and that there are no bugs that haven't been picked up so far. For instance, with the HTC Desire S update recently, it was sent back as rejected to HTC as it wasn't fit for purpose so we weren't going to release this substandard.
All networks will impliment this unless the software hasn't been modified at all or bought unbranded from another source.

Sadly if you read the contract there in nothing in there where Virgin agree to provide the latest software version from the phone mnfr
If virgin think the update does not work well on the network - or that it causes more issues than it solves, they do not make it available ( see last your and 2 HTC updates that they did not approve and returned to HTC for more work to be done)
It would be a worry for me that this Belle software has required so many updates, and that the internet is full of complaints about it tbo
