On my homepage on Virgin Media Mobile it says I am on a 30 day rolling plan. Does this meain I can upograde my phone and change tariff at any time without a penalty charge? I cannot find any contract date on the page apart from "30 Day Rolling Plan"
Yes you can call and change at any time, or your web account allows some not all changes, you've have the contract for over the two years, it will change to your choice at the next refresh date, if you go 4G you need a new sim as well

I thought originally I was on a 2 year contract.
You contract started out with a two year minimum term, but after that minimum term passed you automatically moved into the 30 day rolling setup. It's like that for all contracts. j0hn explained the rest.
