Voicemail problem

I have a voicemail problem. It's not possible for someone to leave a voicemail on my phone "I'm sorry we can't connect you right now. If this problem persists please call (dialers network)."

I can't call 222 as I get the same message.

I have spoken to Virginia on 6 occasions about this problem. Each time I am told that my "voicemail settings have been reset, restart my phone, dial 222 and all will be well"

I've also been told to go to phone settings, search network, click Virginia then dial 222.

It still doesn't work.
Is there anything else that can be done?
