Variable billing rates for 30 day periods

Hi

Bill 10####### is a peculiar bill.
It covers two 30 day periods combined.
For August the charge is 50.06 and for September it's 53.49.
I understood this to be 50.00 a month, so wondering why the variance?

Then a discount of 5.01 is applied and the bill is somehow rounded up by a cent to 98.55 despite all totals being in cents.
The discount is based on self service registration. For two periods there's only one discount. Will it always be billed once every two 30 day periods? If so, I don't see how that tallies with the rolling 30 day contract.
