assuming that you have a "smartphone". Apps and the phones OS will regularly update themselves and use small amounts of background data if allowed to.
Even if connected to WIFI, when in standby your phone's WIFI may "go to sleep" as a battery saving measure and your phone may then use mobile data.
All of this will take place without you actively making a data connection.
If you want to prevent this you can restrict background data in the phone's settings.
Or just turn off mobile data completely.

Are we talking Mobile or Landline here? (This is a Landline forum).
Virgin Broadband does not use a Landline connection.
