Haven't received pay as you go sim but have been billed

I ordered a pay as you go SIM card around a month ago. I still have not received the sim, but have been billed £13 for my credit. I want to keep the same number also, but my phone has been turned off from pay monthly so I can't use it at all unless connected to wifi. I need my virgin sim asap!!!! Please help. I can't ring virgin for free as I'm on Vodafone and have no other phone at the moment.
