Contract ended but VM say no

I have 2 contracts with VM one has just expired and one has money owing on it. VM say they will not allow my contract to finish as the other one is unpaid ? Surely this is no allowed.

Sounds iffy to me, but not paying off the other one will hammer your credit rating
