Virgin cancelled my installation

Hi...I moved house and have been trying to get my services moved over.Had a text confirming for tomorrow...then a letter.I've just been text there to call them as there's a problem.So phoned.....just to be put on hold for AGES.Tbh...I couldn't understand what the guy was saying as he wasn't English.All I made out was something to do with an engineer and a cable outside?I asked him where I then stood.All I got was an apology and said he'd transfer me to someone.So he did....only to be transferred and put straight on hold AGAIN for ages...just to be told it was shut.I've never had a problem with Virgin.....but that whole thing annoyed me as I couldn't understand the guy.So don't know what's happening.Virgin were aware I was having a full installation (New flat hasn't had the cable bit in the flat) and in was told I'd get the service in the area.
