Wrong phone number attached to my account - i'm being charged for it

I have waited 4 weeks for my home phone line to be activated. The engineer never showed for the last appointment!  To make it worse, apparently I have generated phone usage according to my bills so I called the number attached to my account and woke some poor person up.  How do I get this rectified immediately?
