Sorry for the inconvenience you are experiencing with your service. I have looked into this for you and can confirm that currently there are no faults in your area affecting your service. I have looked at the exchange and all appears to be OK there too.
I see in your original post that the line goes permanently engaged (PET) when called, is this still the case? The transfer of the number has been completed and there is nothing stopping your line from working.
