Packet loss

So at exactly 12am last night my stable connection went bad. I only have 2 out of 4 upstreams in use.

I had a similar problem 4 months ago but it was with the downstreams, I called an engineer out but the problem fixed itself before he came.

Is this another case of Virgin doing something with network?
