Are you using a wired Ethernet connection to the VM hub or a wireless connection? Wireless is easily disrupted by a number of external factors, so a wired test is the best way to get the best speeds. It also helps to pinpoint if the issue is with the wireless or your line.
Are you seeing slow speeds on any other device? If not, then it could be Sony's servers being busy. One "trick" which I have tried and seems to work, is pausing the download for a minute or so and the staring it again. The only reasoning I can think of for this working is that pausing and restarting might connect you to a different server that is less busy.

Put the PS4 into Rest mode, and it will down load quicker.
