High ping and jitter in games Northampton NN3 AREA 31

Hello, we've gotten Virgin 4 years ago at this location and pings were stable 80% of the time but problems started to happen around September 2014 and have began to get worse in early 2015 as the speed upgrades began to roll out. Before I would experience ping spikes in games but that would happen occassionally however it is extremely frequent now. I always use a wired connection and no, modem mode does not help I did run modem mode for a day and noticed no improvement. Ping spikes are present almost daily and get so much worse during peak times.
I play mutltitude of games and I lag in Arma, League of Legends, CS:GO BF4 etc, my friends notice me lag when I talk to them on skype, they can hear me lag out for a second. It is extremely frustrating and annoying when you rubberband all over the place or lag out during a teamfight in League of Legends.
Here is an image of a BQM I set up yesterday http://postimg.org/image/blbwkqpqt/ surprisingly yesterday night ping became stable however that is rare and I have not had that happen in a while.
Mid day yesterday however was impossible to play any game, the day before that (saturday) my internet lagged out and cut out completely at around 12 am at which point I just went to sleep therefore I do not know when it came back.
Here is a speedtest I took today: http://www.speedtest.net/my-result/5148080111 From the BQM it looks like congestion is a problem where I live and the cause of unstable ping, therefore I do not really understand why Virgin continues to offer speed upgrades.

Welcome to the forum and sorry to hear you're having trouble with ping spikes.
I've just checked your connection and can see that there is a contention fault in the area under ticket F003459236. This will cause slow speeds and contention at peak times and is due for review 25/05/16.
Those cables are not so magical at all, why offer speed upgrades in a congested area? Surely that will only make the issue worse. This is extremely annoying and frustrating, 2 and a half months of waiting for a review? I understand that a lot of work needs to be done but why not avoid the issue by not overutilising the network in the first place? This is ridiculous. Stuff like this should be reviewed as soon as possible (not in 2 months) so that plans can be made as how to upgrade the network faster to provided proper service.
