Are the high pings because of issues on Virgins own network?

Tried several tracerts lately and constant time outs within Virgins own network, here is one example from 7:20am this morning. No matter where I trace hop 3 always gets a timeout.   Does this suggest some sort of outage somewhere?

No it suggests that the server is set not to respond to ICMP echo requests.

It is basically the last hop that counts.
