I have been unable to send emails from my @ntlworld.com email using Outlook 2007.
I have been getting the error:
Task 'email@example.com - sending' reported error (0X800CCC67) : ' The server responded: 421 aamtaout01-winn.ispmail.ntl.com connection refused from [126.96.36.199]'

Just tried changing to smtp.virginmedia.com as described on http://community.virginmedia.com/t5/Email/Unable-t
But I then get the error:

Suggest you double-check your Outlook account settings. If that doesn't resolve it, ring the VM support line - that's how I got my issue resolved. I was convinced it was a problem at VM's end, but it turned out that my Windows Mail configuration needed to be changed, albeit to an unexplained setting that is not documented anywhere in the VM help info.
