I have run through the help information to set up my emails on my iPhone 3 but no matter how I try it it does not recognise my account after trying to verify. Can anyone help?
I am an ntlworld.com email user. When I first got the phone I could receive emails but not send. I then sent it off to be fixed and it was all wiped. Since then I have not been able to set it up.

You don't say what settings you have used. Try the settings here (smtp.virginmedia.com and either POP3 or IMAP setings)

I have been to help on Virgin Media and tried everthing they have said but it does not work. It should work but isn't?
I also cannot connect to my wi-fi.
Maybe its the phone?

forget the smtp.ntlworld.com settings, they will not work unless you are connected via your home VM broadband connection. So not much use for a mobile phone.
Did you try the settings as recommended in the link above? Did they not work?

Yes I haev tried running through everything so many times. It says user name or password for 'imap.virginmedia.com' is incorrect. I know they are not! As I have an ntlworld.com email address should the imap name be ntlworld.com or virginmedia.com. However, using either or these does not work anyway!

try resetting your password (via My Virgin Media).
for sending you definitely want the smtp.virginmedia.com settings, with authentication, ssl and port 465.
As to POP/IMAP, both virginmedia and ntlworld.com should work, but not if you have password problems.

I reset the password and tried it all this morning? Maybe I need to call Apple? But I am sure they will want to charge me.

Just tried again and after I put in Setting up new account I get this. Even before I get to the IMAP/POP Tabs.
'the mail server 'imap.ntlworld.com' is not responding. verify that you have entered the correct account info in mail settings.
It picks up ntlworld.com from my email address.

The problem sending is because the smtp.ntlworld.com server does not allow sending unless you are connected via the VM network (eg you home broadband). You should be able to fic this by using smtp.virginmedia.com instead, along with the following:
authentication ON (password)
whichever settings you had before which worked for receiving, be that via POP3 or IMAP, there is no need to change those. I would guess that you had the ntlworld.com server for that.

Set uo a google mail account, set that uop on your phone (easy) and then go into the google mail settings and add your ntlworld/vitgin email account and hey presto!!
