My connection to the news server is running at 2.6 and my web browsing is actually painful.
Can someone say whether I am being thrafic shaped at this point ( though I shouldn't be as it started at 3.55pm ) or if I need to investigate more my end?
I have of course restarted everything I can get my hands on so far to no effect.

I have checked your connection to the network but I have found no issues.
Could you please let us know what make/model router you are using so that we can help further?

I'm using a VMDG 280.
And the problem is you are incorrectly applying traffic management times. I just got STM'd at 15:25.
Please fix this as frankly it's a bit annoying trying to guess which hour you have randomly decided is the free for all hour this time.

I am sorry to hear you believe you were traffic managed outside of the policies times. Can you please post your config pages to view your speeds at the time of the problem if this happens again so we can pass this on to the relevant team to investigate please?

Here is the config page at just after three when I was getting the full 10meg download from usenet and web pages loaded quickly;
And here it is at 3.21 when usenet was reduced to 2.6M and web pages loaded like a snail dreading a dentists appointment;
I did notice the modem has not taken DST into consideration.

Then why has my download slowed to 2.6 meg and ( historically ) will remain so for the next 5 hours when it will miraculously return to 10 meg?
I can assure you I am not imagining it - the frustration is entirely real.
It's not like I am the only person this is happening to either. :/
