what protocols do i need to set for outgoing mail (Windows Live Mail)

Incoming mail is fine, that's a POP3 , but I am unable to send any mail using my old addresses

I take it you are using tiscali's outbound servers and not Virgin Media's

TalkTalk have been reconfiguring their domains.  While it is possible to use Virgin's email servers to deliver mail, many providers honouring DMARC will mark the mail as spam if you do this.

It's important that you use the correct settings for your email provider. Many are implementing policies designed to protect accounts from spoofing. So you should change your outgoing server to smtp.tiscali.co.uk port 587 TLS with authentication turned on. Username and password are the same as for incoming.

Clear text authentication is correct.

Although the server and client use plain text to communicate - TLS encrypts the data as it's sent between the two computers.

Regarding inbound mail - you did remember to enable SSL (which should have automatically changed the port to 995?

If you just changed to 995 without turning on TLS the receive will fail.  TalkTalk have only just changed the settings to 995 - I suspect they left the 110 port open just in case users didn't get the message about the new settings.

If you use port 110 eavesdroppers can get your username and password.

Use imap, for both as Virgin has issues not deleting emails you delete, you think they are deleted but they are not, imap resolves this

that is what I am using, but I am still unable to send any mail. I have put smtp.virginmedia.com and for my incoming I have not changed it from my previous service provider and it works fine

I am using tiscali for incoming, and that is not a problem at all. I have now set outgoing to smtp.virgin.net and increased the time out and it seems to be sending ok. I had a couple bounce back yesterday, but the person I'd sent to has 3 different addresses and one of them was fine with it.
