An instant payment notification from PayPal is A.W.O..L.- It should have arrived within Outlook many hours ago ( silly of me to never get around to changing my Paypal primary address from blueyonder to gmail but so it goes.. - done that now - stable door ,horse, bolt, rearrange .)
when I go to my virgin media webmail to see it the missing blueyonder incoming mail has gotten that far & fallen afoul of the new improved spam filters, I get " we are having technical difficulties, come back later"). So what's all that about ?
I'm sorry about this as I'd thought our excessive rate-limiting times were a thing of the past. The reason for the delayed delivery is because the PayPal relay (mx0.phx.paypal.com 220.127.116.11) is blacklisted.
However, the delay shouldn't take over 2 days. I'll happily get this investigated for you but shall require the full, unedited header.

is it up to teach ISP how to deal with servers on that blacklist, or would my paypal mail have been held up no matter what email address I was using ?
It's up to each ESP - (Email Service Provider - sorry my pedantic head is on) - Options include, rate limiting, blocking entirely, or allowing the connection. Note this is done before the server has even seen the mail. As it's based on the servers reputation.
