After another attempt it started working, I guess someone at virgin must have flipped a switch
This problem started this afternoon but only with the virgin email address.All my other email addresses are being sent and received with no problems at all.
I decided to completely delete the account from Windows live and enter them from fresh and now it won't even download the imap folders.

I've tried changing the ports to default but it still has the same problem, any help would be greatly appreciated
