SMTP delivery failures to ntlworld.com and virginmedia.com

Hello,

I'm a support engineer with Govdelivery.com.  We're seeing some issues with one of our clients, Nottingham City Council (UK), sending to recipients with ntlworld.com and virginmedia.com email domains.   Our clients are government agencies and do not send commercial email.  However, I know we've seen before were their content may have issues with very sensitive spam / heuristic email filters.  Could a Virgin Media email administrator please provide us direction on how to resolve this issue?  Our client(s) ntlworld.com and virginmedia.com recipients are not receiving content they're requested.

SMTP failure message example

4004 - [Message Expired] [BAD DOMAIN FLUSH] <banner> failed - 421 4.0.0 mx8.mnd.ukmail.iss.as9143.net bizsmtp ...rejected (flowcontrol r)

IP addresses of outbound mail servers are found in the following CIDR
blocks. Specific rules for excluding IPs are published in SPF records
clients use in their RFC5322.From domains, which is generally included as
"include:service.govdelivery.com".

Different problem

 421 4.0.0 mx8.mnd.ukmail.iss.as9143.net bizsmtp ...rejected (flowcontrol r)

It's hitting Virgin Media's rate limiting rather than the Spam content found issue. 

@ModTeam - you might want to ask someone to jump on this.

Whoops!

In which I will refer to the Mods for them to get the Forum Team to take a look. VM are rate limiting some senders as anti-spam measures but this one seems a bit odd.

Thanks for any assistance in helping to resolving this issue.  We do have the ability to rate limit outbound MTA sending to specific domains.  It's not something I'd like to do unless absolutely necessary to get the email message delivered to these domains, since it will incur an artificial delay in the message delivery time.

@Paul_MBB at Nottinghamshire City Council raised this in September but no one actually responded to him apart from myself
