A word of advice first - “it just does not work “ is probably the least helpful way imaginable to describe any problem. You should always report precisely what any error message says. Try saying the same thing to your car mechanic.
You should also say what type of setup you are attempting – POP or IMAP. If you don’t know the difference, Google “POP or IMAP” and read a few articles on the subject.
Then put “Setup Outlook 2007” into Google and you will find numerous results. Here is one with pictures using the same IMAP port numbers as VM.
