WORKS

How does Virgin Media obtain their permission to come into peoples residental areas and plough up the footpaths etc.. and who are they getting this permission from?

If it is on the public highway then the local authority grants permission. What is more the installation of new cabling is governed by the franchise agreements that VM inherited and national government who gave permission for the construction of the UK cable network.

As pointed out, if its property owned by the local authority then thats who they get permission from, the residents don't own the public footpaths
